Had a reply on the virgin technical forums and they said that low speeds are down to spikes in utilisation but they arent at a level to esculate yet, 25mb on a 152mb service all evening isn't low enough?!! Crazy

Exactly the same here in Oldham, we are also due the upgrade in August, I am assuming the disconnections of 2-3 hours a few times a week are a sign that work is being done.

Has it been changed from >90% for 10% of a rolling 7 day period?
The number you mention there was the old ntl value but I thought that disappeared post-merger?

Hmm no. Upgrades should be a single disconnection or group of disconnections, generally in the middle of the night.

Ignitionnet beat me to it - has this figure changed recently? It used to be an obscene 99% utilisation for 10% on < DOCSIS3 and I think 90% utilisation for > 10% of the time on DOCSIS3.

WTF?! 99% util?! I'd be surprised if it was even possible to hit that level of utilisation, particularly on the upstream.
Then again I do recall once being told by VM my segment was at 90% utilisation 90% of the time, when I was complaining about slow speeds...
