It doesn't work like that. Blackburn and Preston are totally unrelated as far as the VM network goes.
It's all down to the way the original cable franchises were carved up. Blackburn got lumped with Manchester; Preston with Liverpool.

Media Boy EXCLUSIVE: Virgin Media to add an new Channel by end of week.
I can now reveal that the new channel should launch before the Weekend on Virgin Media.
No name was given to me by an Virgin Insider.
