2 is you tell them you don't have a TV, or you do have a TV but you don't watch live TV signals as they're being broadcasted.
Virgin tell TVLA that you have cable TV with them.
A few tips with TV licencing.
don't enter into any correspondence with them.
don't tell them your name or anything personal at the door.
don't sign anything.
you don't have to prove that you don't need a licence.
just the same as you don't need to prove that you don't go fishing when the fishing licence people knock on your door saying why haven't you got a fishing licence.
they work on commission.
they get paid for you to sign your name, they get paid for getting any correspondence from you at the door.
if they can't make money out of you, they won't bother you.
if you don't have a TV then you don't have to prove it.
if you do have a TV but you only use it to watch DVDs, play XBOX, CCTV, then you don't need a licence, and don't need to prove that you don't.
they are not official in any way shape or form.
you are under no obligation to let them into your home.
The TV licencing thing is an act, not a law.
