Yup, they've been like that since the faster upload program started a year ago (and have been on the site for the same amount of time)

I actually didn't read the detail. I'm in an improved upload area - so my upload quota is unchanged.

It would have changed when you got the upload increase, but then won't have changed since then

What do you mean? There have always been upload management except on 50Mbit, which gained it only for those customers who have the 5Mbit upload

this thread needs to be binned. its just causing confusion, well for me anyway. we've known about the upload speeds being upgraded for a long time, most if not all have been upgraded already, why bring it up now. as for management, theres double digit pages in specific threads about it. all has been in place for a while now?

why has the new table got upload speeds lower than what they actually are?

Because that's the table for the non-upgraded areas
