Yes, You were getting at most of that. However I don't think it was especially indicative of China's society, I suspect that the gender of the child didn't matter much in this case.
I know that there are some cases of newborn baby girls being abandoned or worse by their parents in China, Asian cultures a lot of importance on having a son to carry on the family line and that is troublesome in a country that had (has?) a one child policy.
However that is not a common practise in China, most families don't do that because they are not inhuman. It's also not that they don't care if a girl lives or dies, it's just that they would prefer a son in their own family. So it doesn't explain why they left this girl alone in the road.

But what an awful video and I can't believe so many passer by's just ignored her, let alone the two drivers who ran her over.

The two van drivers have been arrested, and people are call for the death penalty, which China is very well know for giving.

Well that's a positive that at least they will be held to account.
