I can't believe that this question has been seriously asked

Whether you stretch it or VM stretches it it's still being stretched and will never be a true 16:9 format..

Just turn off WSS on your TV and set everything to 16:9

Personally though I'd rather not see Judith Sheindlin's face any more stretched.. I don't think my heart could take it..

Oh on a simple note you could ask VM to take some 16:9 cameras back in time and ask them to film every single 4:3 show with them.. or is that as ridiculous as this request???

The entire TV industry uses 4:3 - without exception - when referring to pre-16:9 aspect ratio. But if feeling right is more important to you than being understood, you go right ahead.

Chris he could have his screen rotated by 90 degrees and be truly watching 3:4 and 9:16 format.. Perhaps that's why he wants the picture stretching to Lowry proportions

There are a number of channels still broadcasting on all platforms in 4:3, notably from Turner Broadcasting (CNN, Cartoon Network, TCM), the various kids and music channels and the majority of the higher numbers on each EPG area. Nothing to do with VM - complain to the broadcaster. I suspect your Judge Judy was not recorded in widescreen as ITV is normally in widescreen.
16:9 adoption has been slower than "the last twenty years" as the US lagged behind until it moved to digital HD standards.

The simple answer is to set the TV to 4:3 aspect ratio. Anything that is not broadcast with a Widescreen ID will revert to 4:3 automatically. Some broadcasters (Eurosport for example) process 4:3 pictures so they are pillarboxed on widescreen TV's. However this then affects anyone watching on an older 4:3 TV, who will still see the black borders.
