... and being in an adoptive home is better than being in a foster home, which is often actually several foster homes during the course of a child's growing up and also involves regular interference by Social Services, because in a foster home the State is still the legal guardian.
There seems to be an institutional bias against adoption in this country. Social Services departments up and down the country think they know best and are very reluctant to let go. Placing children in foster care means Social Services retains influence. Allowing the child to be adopted means they lose influence.
I'm very glad to see that one of the excuses they use for preferring fostering arrangements is now being removed.
