And if they are only occasionally making a few quid, they wouldn't have to - the guidelines are here

If you have a PayPal account you have to show evidence of the balance when you claim Council Tax Benefit in Swansea.

What you mean is if you have a bank account they'll see the paypal credits?
aren't you allowed so much savings anyway before they take into account benefits?

No, I had to provide a printed copy of my balance taken off my PayPal account page. They wanted proof that I had nothing hidden in that account.

Re: We're going after all your bank details:
So you'd have to actually log in to paypal and do a print out of the statement for them?
I'd actually save it as html and edit it before printing it off if it was me.

Yes. They'll want to see the last two months activity, to see that you haven't removed money. As part of a Council Tax claim, you also have to provide the last two months bank statements as well as physical evidence from any other savings you may have (like PO account book, premium bonds etc). They sent me a letter by first class post once, because I'd forgotten to list a £2.00 premium bond. They wanted to know if I still had it (Yes, I did say two pounds).

May I suggest that deliberate fraud is sub-optimal.
