The scheme seems to be removing a lot of untaxed/uninsured vehicles from the road though and that's got to be a good thing

Yup, my mate reported his neighbour who repeatedly drove 2 untaxed cars & parked them in front of his (my mates) house. He phoned DVLA 2 days later a van turned up with a camera to photograph them the next day a tow truck took them away. 1x Jeep Cherokee & 1x BMW 320d about 20k's worth of untaxed motors off the road.
