Does a laptop require to have a battery connected for it to power on? I thought it could be the charger but I changed the fuse and its still the same.
The green light on the charger keeps flickering when its connected to the laptop and powers on for 30 seconds or so and cuts off. When it does manager to start up the battery icon is at 0 percent and looks likes it completley dead.
In short do I need a new battery? Or is there sommat wrong with the charger?

Most recent laptops will work fine without a battery. Have you tried running it connected to AC only without the battery installed?
How old and what make is the laptop?
I have had some Dells and possibly HP/Compaqs that have had similar symptoms. For reasons that escape me for now (possibly something to do with a chip in the battery circuitry) the following process had a very high success rate
*Take out the battery,
*Remove main supply,
*Hold power button down for 30 secs,
*Put only power supply in, do not put battery in
*Turn laptop on
*Put the battery in.
Another thing to try it to Freeze the battery. Stick the battery in a sealed freezer bag and put it in the freezer for 12 hours. Allow it to defrost at room temperature for 12 hours. Charge it for the reccomended time for that battery. Freeze it again for 12 hours. Defrost again charge and try...
Krrrrrrrrrrrrrrrazy I know, but it's worked for me on a few laptop batteries and also my daughter's portable DVD player. Again I think it's something to do with a chip in the battery.
