and he suggests what offence they have commited. I think the main thing is the publishing of the reg numbers. he is making a point of publishing them so he has a motive for doing so.

it just needs one of them people to be injured/assaulted by another cyclist as a result of the publishing of the reg number, and we have found his motive

But we don't know if any laws have been broken in a lot of them. he is telling us what law they have broken. they might be innocent for all we know.
