The Doctor gets 13 lives which works out to 12 regenerations after his first body if I have worked it out right.

Seems to me that a timelord can have as many regenerations as the present writers will allow.
Anyway I suspect that The Doctor being the last one can use all the regeneration possibilities that would have been available to the other Timelords if they had survived...

More than likely it could get explained away that there are no longer any imposed regen limits due to the timelords no longer existing to keep track on the doctors regenerations.

oh maybe in one of the special's the doctor finds away to unlock is regeneration limit but has to regenerat in order to get it to work killing 2 birds with 1 stone
