staring an app with different system locale under windows

Ok. Here is my question to an expert...

Is there a way to start a single application under different language locale under Windows XP or Windows Vista? The thing is I have a Chinese non-unicode application and a Japanese one. If I set a system locale to Chinese GB2321, which requires a reboot, then the Japanese characters won't be displayed and vice versa. Is there a way to just run the application in a different system locale environment under windows based OS? This is easly achivable under Linux...

Is it possible to change system language locale without a need to reboot or restart other programs?

Whoa, is there anyone who can answer this? Heh...

I could, however isn't the VirtualBox big application which consumes a lot of resources and time to run? Personally I'd prefer a nicer solution to a problem.
