PC 2 is your problem.
What does IPCONFIG's information say.
As well as disabling and enabling the card, you way want to remove network card from device manager and restart the PC. On restart the network card will be redetected and you can try again.

I uninstalled the network card and restated machine. I put in the settings again now ipconfig is showing the correct ip address I has able to ping 192.168.0.2 and 127.0.0.1.
Now that both pcs could ping themselves I thought I would try ping each other but both pcs reported "Request timed out" when I ping each other

yip they are I turned them off as well as deselected them from the advanced firewall menu. I managed to connect them last night using wifi through a router and had no problem. The reason I want to cable the connection is that I need to transfer large amounts of data between my pc and laptop(aka pc2).
Do you have an alternate ethernet card to try in PC2? also, could you check if the cable is actually a crossover? hold the 2 plugs facing the same way with the gold contacts facing you, see if the wiring colour codes are the same in both plugs, they shouldn't be.
