You should have said I've experienced (and worked with) two different University Computing Services and I'm not sure which was the worst in terms of provision of services and communications. Often breath taking in their arrogant disregard of users. It wouldn't suprise me if they haven't changed something and not bothered telling anyone, including their own user/IT support.

It does sound like they're doing some sort of blocking, but it might be JANET - all Universities are connected to the Internet via JANET (it's a wide area network). Talk to your University and press hard for an authorative answer.

As pedantic says, very good site for OE users. I found a hack on there to force OE to become default when I could not do it from the OE Tools/Options menu.

An update on the Outlook Express problem - after leaving my modem switched off all night, when I connected this morning the problem was gone. Whether it was anything to do with the settings on my work side being changed in any way (but IT deny this) or whether it was a result of having left the modem off for a longer period of time, who knows? Many thanks to all who offered assistance - here's to hoping it doesn't happen again any time soon
