Outlook / Exchange document templates

Hi,

I need to create a document template in outlook, so that a specific group of users (easily done with permissions) can access specific templates that they can send e-mail from. My suggestion was to have a folder with word documents in, but they want it built into outlook....

Any suggestions? The whole idea of the templates is to do away with attachments etc... personally i dont see the point but heck?

TIA
