That's not quite the way it works - lots of channels share the same capacity and don't appear on the same number. If only things were that simple!

As you can see, each multiplex only has a limited 'full' capacity - on 1, B, C and D it's 18000kbps and 24000kbps on all the others (remember that you've got to get all video, audio and interactive data into that capacity). The reason why some are 16QAM and some 64QAM is that 16QAM offers better signal quality over a wider area, at the loss of some capacity.
