A mate has one in the living room. He hardly ever turns it on these days as the noise is irritating to his mother.

He didn't note any difference apart from an increased draught down the wall on the other side of the room.
That's the thing with "radiators". They don't radiate much at all, it's air that comes into contact them that warms and rises, crosses the ceiling, then falls down the far wall as it cools. Then it travels across the floor to come into contact with the "radiator" again. It takes a while for the centre of the room to get warm.
In Germany, some homes have fans ABOVE the radiator, and they blow warmed air across the middle of the room. In the warmer months, they are used for cooling.

A shelf over the radiator can help push air out into the room rather than up to the ceiling.

If you have a fully working boiler and a set of radiators that are properly balanced and sized for each room you shouldn’t need any additional contraptions to enhance the system. Maybe look into the root problem rather than tinkering round the edges.

I only heat 99% which is where I use, I do not like heating in the bedroom

on a state pesion I must look at all posible saveing, I only heat the room that i am in and 999% that ist lounge.
How do I balance 1 radiator?

The gist is heat the person and not the home. There's a lot you can do to keep warm. Look at insulating under the doors, using draught excluders to foam sliders that go under the doors to keep heat in as if you're not heating other rooms that's where you'll lose the heat due to the draughts. But bear in mind to keep the house at some reasonable temperature to keep dampness out so a min 16-17c in winter.
Also heated blankets are really good (not the bedding electric blankets kind) and they're a whole lot cheaper to run than putting the heating on. Or hot water bottles but the heated blankets are a godsend and the cost is low. Was something like 3p an hour or something like that.

You don’t balance one radiator, it’s something you do across the whole system to check that there is an even water flow throughout. To do it you use the valve on the other side of the radiator, i.e. not the one with the user-friendly tap head or thermostat on it. You might need to lift a plastic cover off and use a screwdriver to move the balancing valve.
But don’t, unless you have heated the whole system, bled all the radiators, and are still finding that some of them never heat properly while others are roasty-toasty. And if that’s the case, it’s best to get a central heating plumber in to do it for you. If balancing is required it *might* be possible to do it by adjusting just one valve, but tinkering with one valve can have knock-on effects on the rest of the system so it’s best to be prepared to spend some time checking them all.
