Parking fees set by Emissions.
Quote:
Bath is set to introduce variable-rate car park charges based on vehicle emissions from Friday.
The ULEZ-style rules will see owners of all diesel cars and some high-emission petrol models charged more to use council-owned car parks in the city centre.
It means owners of the most polluting diesels will see pricing rise this week from £1.70 per hour to £2.50 - a 47 per cent hike.

Re: Parking fees set by Emissions.
Screwing over the motorist again, no wonder I never drive into Cambridge and park now as the parking charges are £8 for 3hrs and over £22 for 5!
Cambridge has just cancelled it's planned congestion charge, atleast that is something.

Re: Parking fees set by Emissions.
It's no surprise that town and city centres are dying as greedy councils fleece the motorists.

Re: Parking fees set by Emissions.
Councils increase parking charges so discouraging people coming in to spend money but then don't tackle through traffic, especially heavier vehicles, that do the polluting but don't spend anything.

Re: Parking fees set by Emissions.
Cardiff paid for a study on air pollution. It's not surprising that the 20mph limits over the past year have caused a rise in emissions. 67 new real-time monitors have been put in place, and bus routes truncated to keep them out of the city centre. And now a "critical zone" has been identified, all around the main monitoring station. ULEZ will be here soon enough. The car parks are rarely even half full due to WFH, falling tourist numbers, and shops closing. The new "bus station" is still not in operation after they demolished the original in 2015, and it looks like it will just be a fancy building with a few bus stops under it.
So, to make up the shortfall, the car parks fees have risen.

In England, councils' income from central government (where most of their income comes from) has been severely cut so they've been cutting expenditure and finding other ways to tap us.
Quote:
These grants were cut by 40% in real terms between 2009/10 and 2019/20, from £46.5bn to £28.0bn (2023/24 prices). This downward trend was reversed in 2020/21 and 2021/22 as central government made more grant funding available to local government in response to the pressures of the pandemic. Though even including Covid grants, the fall in income was still 21% in real terms between 2009/10 and 2021/22; without, the fall was 31%.
While grants from central government were cut, rates of council tax, set by individual councils, were allowed to increased. Local authorities raised 30% more council tax, in real terms, in 2021/22 compared to 2009/10.

What do they expect people to do? If you cant afford a new car that meets the regulations then you are stuffed and have to pay. Busses are unreliable and over priced too.

In fairness, bus fares outside London have come down to £2 in many areas which is pretty reasonable. Apps like Citymapper and Google make the process a lot easier than it used to be. Not saying that buses are a good solution everywhere, particular those smaller communities where you get very infrequent services.

I don't know about the other ULEZs, but for gits and shiggles, I ran my daughter's current car* (07 reg Peugeot 107) and my son's previous car* (06 reg Ford Fiesta), and they were both "no charge", because they met the emissions standards.

Yes, my 20-year-old petrol Rover has no charge. The cars I've heard that have failed tend to be diesels - I think most diesels older than 8 years old would fail.
Officially, cars and vans which comply are:
Petrol: Euro 4/5/6
Diesel: Euro 6

Re: Parking fees set by Emissions.
Here, diesel taxi regs are going to change with more frequent servicing, and shorter lifespans imposed.

Yeah, that's interesting. The London ULEZ charge is determined by NOx and particulate emissions, but the Bath parking scheme uses CO2. My 2019 gas-guzzler would be free in London, but 20p extra in Bath.
