At a recent VM Q&A, he expressed that he binned the project we had to offer an ADSL product over BT Infinity, because that's what everyone else offers.
He said the VM network is what sets it apart, and if they are going to extend their reach it will be through expanding the VM network, not using BT.
He doesn't say anything about expansion. Whoever wrote the article does.

Yes, certainly this kind of deal. I'm not sure if the deal is just for businesses - the article mentions Netflix but all the VM quotes are Virgin Media Business.
