Where l work, there are FIVE schools calling for this to happen. They have asked for camera's for the past FIVE years. There have been many problems outside these schools.
The local council have refused to put them in due to costs. Traffic WILL NOT patrol the area due to parents having a go at them. I have asked their supervisors and have been told that they don't patrol the area.
Still the council won't install them as they cannot afford it.

I have tried and tried to understand your post Arthur, first you start by saying "it's just another side of getting money from the public"
I read that as they "council" want to or do raise money from parking infringements, so your having a moan about the motorist being hammered again.
Then you keep saying that councils don't have the money for wardens or cameras to be able to issue fines. Which is it? I'm confused, really, really confused!
Anyway my 2 penneth worth.
I would (if it were my council) have somebody pass out copies of the highway code with the relevant infringement highlighted and also take down the reg number of the offending vehicle. If caught again then issue a ticket through the post to the registered keeper of the car.
At least by handing out copies of the highway code your are giving them the chance to relearn what they may have forgot regardless of how obvious some of the signs and instructions are.
Where would the money for this come from, I would see it as a self perpetuating no profit exercise that would employ 1 or 2 people as it's self funding.
