Just how long were these children left unsupervised is one of the questions I would have wanted answered as well martyh, also why wasn't the fact that a young child was repeatedly upset not acted upon. No matter what was causing her distress I can't believe someone didn't pick up on it and take some form of action.
Obviously we aren't getting the whole story but for the school to be so slow to take any form action

is totally wrong.
I can't believe that the school and Education Authority consider the only offenders to be the other children. We send our children to school trusting that the adults we are trusting them with are responsible professionals. In this case it would appear that trust was sorely misplaced.
This is one case where I hope the school and Education Authority is shamed by the community they purport to serve and are forced to consider their own failings.

it would appear that the mother only found out because another mother warned her that her child was suffering abuse

I just can't think of anything to say about this aside from shocking!! I can't even believe that the kids could think of doing this, never mind act on it, and to do it en masse. My niece is one year older than these and though I believe bullying must take place in her school I can't even imagine it being of a sexual nature.

Six year olds are not that sexually aware (usually) Therefore the ring-leader(s) could possibly being abused as well. This does NOT excuse what was happening in this School but perhaps much more investigation is needed.

apparently this case has been investigated for two years ...and just come to the public's attention ,which begs the question ...why are we just now hearing of this ,how is it possible to keep something this serious so secret
and i agree with your point about the ring leaders possibly being abused in some form themselves
