Ebay seller charges when nothing sold

I decided over a month ago never to sell on Ebay as the charges are just a scam. Well I recieved a bill today for £1 seller charges and there is no sales on my account in the last 31 days. Ive removed all my cards from paypal as ebay would not let me just cancel my seller account so I can just buy until I pay the quid . For some reason the site wont let me pay lol
