Congested UBR?

Hi

About a month ago i was getting rather bad speeds on my 20mbit service, even posting some speedtest.net links into this forum. But then everything resolved itself and i was back to getting between 10-20Mbit on my downloads. Well yesterday it seemed to drop back down to the same rubbish speeds again (less than 1mbit) and browsing some sites becoming very painful.

I decided to do some tests over night to get some data together and was surprised to see that between 1am-4am my download speeds magically jump back to normal, only to collapse again come 5am. You can see the data below in my graphs. As i can hit 20Mbit at certain times of the day, i assume this isnt an issue with the equipment myside and is perhaps is a congested UBR at virgin's side?



At approx 9pm, i started downloading large files from 3 colocated servers, 2 in the UK, 1 in Amsterdam and had 3 connections downloading from virgins Newsgroups. You can see the paltry 1mbit service i was getting until around 1am when it suddenly jumped to around 10mbit and 4am when it jumped to around 20mbit, only for it to drop to around at around 5am. I woke up and stopped it around 6am. I was not capped before i started the test as the line had been so bad all day, it would have been impossible.

Downloading from gamefiles.virginmedia gives an approx speed of between 70kb-80kb
