Router that does what I'd like

I'd like to know if there's an ADSL router that can do the following:
  • Assign bandwidth to certain connections / MAC addresses so I have a guaranteed rate on my fixed line when others start thrashing it;
  • Give detailed bandwidth usage so the FUP doesn't get broken.
Does such a thing exist that's not gonna break my bank balance?

Wen you say thrashing it, do you know what the 3rd party are doing?

If you could nail that down, you might be able to adjust QoS on your router if it has this feature.

Got an ethernet modem?
If so, get a WRT54GL, and stick DD-WRT Special on it.
This has bandwidth filtering/monitoring/limiting galore in it

No, I don't have an ethernet modem. And by thrashing it, I mean the odd download or Flash game that gets played when I least need it to be. Even assigning myself 128Kbit/50Kbit down/up would mean I don't have as many problems as has happened in the past. There's 3 connections to it max at any one time.
