...a looooooong while as people won't pay the premium prices - as they probably couldn't provide 100/150mbps for < = £50/month

The technical reason is to see how often people can hit maximum speed, IE how often the bandwidth is unused, however this doesn't apply to services out in the field as more people would be sharing the bandwidth. It is however really good PR and costs nothing, just remove the bandwidth caps from the DOCSIS 3 trial CMTS in Ashford and off you go.

ntl trialled symmetrical 100Mbit several years ago, BT have 100Mbit trials running, doesn't mean you or I will see the product any time soon

Will happen if/when Europe force Ofcom to force them to open their network and wholesale it. Not likely before then given that Ofcom are in BT and VM's pocket at the moment.
