Some areas can't handle much HD so need some room made for it through analogue switchoff - the standard 38Mbit multiplex will be good for 2 'real' HD channels or 3 'HD-Lite' channels due to the V+ being an MPEG 2 only decoder. Work has to be done to equip areas to handle several 51Mbit channels due to downstream laser loading issues to create additional room on existing networks.
HD, over VoD or linearly has not been a priority, now there is some movement from VM and things are moving. More HD was pumped over IPTV during the Ashford wideband trials than has been seen on the CATV network.
Either way I would struggle not to call the past 2+ years of Telewest and in turn VM supplying the TV Drive / V+ onto a network with a single linear HD channel and negligible HDoD heel dragging. It could have been done was just not on the radar.
