The next time that you (or anyone else) find that your connection speed has been drastically reduced -- as though you'd been STM'd, but outside of the 4-9pm peak period -- I encourage you to post a message to the TS newsgroup requesting they check your current status.
(It would be useful if you include the first part of your postcode in the subject line.)
