Right,

Long story short, i've just spent 30 mins om the phone to VM BB support constantly being told to ring customer services, who then told me they couldn't do anything and to ring tech support back again. Well, i've had enough. Who can I ring to get this sorted out?

Apparently, this is traffic management

Traffic management has been around for nearly a year.
No-one can sort it, it's here to stay whether we like it or not.

I know about the traffic management, but those speeds are by no means what they say they should be, even with the traffic management policy informed.

Upload: 14kbps? Come on...

Can I suggest you post traceroutes, ping tests, download and upload speeds
on the newsgroup
virginmedia.support.broadband.cable

Where the techs will be able to advise you better.

When you go through to CS demand tel them you are leaving. Then ask to talk to retentions. Theyll sort you out.
