Electrical power that is. Apparently, if they bring all their equipment at their Maryland headquarters online at once, they overload the local electricity grid.
As a result, they have had to reduce Air conditioning for humans in the summer, not heat large parts of their headquarters. Essentially, they've been able to minimise to load by introducing controlled brownouts to non-essential system (in the example above, temperature control for human comfort is obviously considered non-essential)
Apparently, the problem has been known about for nearly 10 years, and is expected to get worse this summer.
