BBC Regional variations

I live in Cardiff and have only had NTL for a month or so, and am missing the 'normal' (English) BBC.

I get BBC1 Wales on channel 101 and BBC2 Wales on channel 102.

My question is: why can't I have English BBC as well? The Welsh BBC is heavily biased towards Welsh programming, and BBC 2W randomly takes over from BBC2 Wales and is purely Welsh-orientated.

I am used to Sky Digital where I had the Welsh variations as 101 and 102 but all of the regional variations were accessible on other channels.

I have Channel 4 along with the Welsh version (S4C), so why not BBC too?
