Should I be getting worried?

Iv had telewest broadbands 2mb for some while, and the max d/l speeds I can get is around 180kbps on a very good day, even with this supposed upgrade to 4mb I havnt notived any increase in speeds. Its been like this for about 7 months, so I just assumed it was ok until I tried a mates BT 2mb and I was hitting 250kbps which iv never hit with telewest
I have no spyware issues, so what could it possibly be?

Cheers,

Mike

EDIT iv just tried downloading a load of file using limewire, and I got 400kbps, now why is it when I do download speeds via my browser I only get 1mb line speeds???
