Taking the pee...

Can't see this working for long if at all. Firstly anyone seriously drunk won't notice getting a bit wet and secondly, as soon as word gets around or they get a little wet, people will either just avoid the wall and pee directly on the adjacent pavement or pee on the wall at an angle thereby avoiding any splashback. It's not the wall but the location which is the problem I think and simple water seal would stop any soaking into the brickwork. Still I suppose someone at Civic HQ thought it sounded like a good idea worthy of taxpayer's money.

You overestimate people. As soon as word gets around drunks will be heading straight to the magical wall of pee to try it out for themselves.

Some of this problem is a lack of public rest rooms.
Take Swansea, u have one in the bus station u have to pay 30p to use, u have one in debenhams which is meant for customers only. The only other one is then the other end of town by Argos which is free.
Councils should provide public rest rooms for people.

Our council installed a whole row of automatic loos by the Gosport ferry by the taxi rank.Just the right place for those caught short after a night out in Portsmouth..

Cardiff has just closed down the auto-loos after previously closing the only public loo in the city centre.

Yes that doesn't help but when you're drunk and bursting for a pee after a night out boozing the last thing you're likely to do is wander around calmly looking for public toilets.
Our local town centre still has some public toilets and there are facilities in the 24 hour Tesco store when everything else is closed. Not much use if you're caught short however...

So as above, surely it would be a better use of £100,000 to install some toilets near the "wall". Not exactly rocket science.

Or seeing as apart from some low level bacteria urine is pretty much sterile iirc, why not just leave it and that's as much as I hate splish splashing through the pee, (incidentally I'm heading to Shoreditch right now) I'd rather see the 100k spent on something else, like helping the amount of homeless in that area for instance

Whilst I can sympathise with those who suffer at the hands of irresponsible drunks, what do the authorities suggest people desperate for a pee do when they're caught short? Depending on how much someone's consumed, even having a pee before leaving a pub/club might not be enough to prevent them needing another fairly shortly afterwards and if there are no public facilities what are these people supposed to do?
Drunks do all sorts of weird and illogical things so expecting them to use conveniences is probably asking a bit too much. Maybe the authorities ought to be cracking down on licencees who are quite clearly continuing to serve people who aren't in a fit state. Cracking down on drunkenness is probably the best way to tackle the problem of the resulting anti-social behaviour, including urinating in the street and other far more serious problems.
