Virgin TV anywhere (USA)

My daughter is studying at University in the states, I set everything up so she could receive this on the laptop over there however everything shes tried nothing seems to get it working. My question is, is it blocked over there?

She will need to use a vpn that makes it look like her laptop is connected to an isp in the UK
