Unfoutunatly i don't think it is, I seem to remember this being talked about a while back. As for another posters comment of political suicide i think labour have been doing that for the last year under Brown.

Could be but then again Brown and New Labour haven't exactly been models of honesty and integrity over the last decade have they and it seems like the Daily Telegraph was reporting this issue back in December:

Stealth taxes have been Brown's speciality since 1997 after all. Anyway would we expect anything different? Thanks to Brown's imprudence, UK PLC is in a right royal mess and one way or another we're all going to pay more tax. It's unlikely that, having lied about tax rises so often, Brown's going to break the habit of a political lifetime and come clean so we should all expect more stealth taxes..

Given that New Labour do not appear to have any real answers to the current crises, it could be that the stealth tax news has been leaked deliberately by Labour to avoid being re-elected.
We all know that there are insufficient monies in the nation's coffers so it's inevitable that prices and taxes will rise as will unemployment as companies struggle to survive in the adverse market conditions.
I was surprised that the government did not make a modest increase in tax immediately the crunch started rather than leaving it until later and inposing a more draconian rate, then again, as we all now know, proactive strategic planning is not one of New Labour's strengths.
Rather sad and pathetic, really, that only a government spending Taxpayers' money could not come up with simple but effective solutions which the ordinary person on the street would think up quite quickly.
Roll on the general election and let's find some MPs with the brains, honesty and integrity to solve the nation's problems.
