Is it true that ntl have a telephone low user discount?

Is it true that ntl have a telephone low user discount?

I am on the 3-2-1 plan (I think, or whatever default plan †“ I have never changed it), and use at max £2 a month in call charges.

No other discounts are applied to the account. No broadband. Just telephone and family pack tv and Sky Sports package.

They did have a low user plan many years ago but I think it was finally ditched in 2002 or early 2003.

As far as I know it was removed from the system then and all users put on the standard 3-2-1 costs.
