Friend's VERY Strange Connection Problem

My friend recently has had alot of packet loss and i put it down to his wireless router.

However recently I found something strange. He's on the Mid tier in Cardiff, so he should still be on 2meg. He's had this problem for weeks, please bare in mind.

When doing a speed test he gets just above 3.2mbps, alot higher than 2meg.
I told him to check his cable modem config and it reported max downstream as 10240000 (something like that) which means he is on 10meg.

He is however on the mid tier, and when logging in to the ntlworld speed upgrade page it states that he has 4meg (currently 2).

He has major problems with packet loss + his connection dropping.

Well ntl have just started rolling out the 4mb upgrades so they probably messed something up there

Ok I went round his house today, seems he does have the 10meg config file.

It was actually a problem with his wireless router which has now been fixed. He's paying for the 4meg service but has acquired a 10meg config file, how has this happened?
