Like others here I have been having problems with download speeds. Most of the speed tests I do give good results (I am om the 10m service and they usully report between 7 & 9) but I find that during normal use the service is up and down like a yoyo. Also since the upgrade from 3m to 10m my usenet download speeds are very poor.
I just read the "sticky" about power levels being +/-3 and above 8 is a "cause for concern" so I checked mine and found it is 13.10dBmv. Is there anything I can do? or do I need to call CS?

13 is definately on the high side, and could be causing dropouts.
Best bet is to call Broadband Technical Support on 0845 650 0121 (8am - midnight, seven days a week). They can investigate and book an engineer if required.
Rang CS. Chap said he could not see anything wrong with my power levels. He said he could not see the same readings as me but the levels he could see were all ok. He then went off to talk to a technician and never came back. I got cut off after waiting for about 4 mins.
He can see the UBR end only (unless he's using my tools, which is unlikely - tends to be senior engineers who use those). Hence he can't see those stats.
13 is probably ok, as I've said before, it's the fact that it's marginal that's the problem. I'm inclined to suspect another cause than power levels - if you PM me your MAC address I can check it out.
