Re: please take a look at my problem
There shouldn't be any problem - they'll run the cables to anywhere you want, although I imagine they'll want to keep them as short as possible to reduce a) cost of materials and b) signal loss - generally, the shorter a cable is, the better.
As for your landlord, it would only be polite to ask him. Since he didn't say anything when you had broadband installed, I doubt he'll object. After all, he's not the one paying, is he?
They'll have ladders, and they always have waterproofs. I don't think any TV/phone/ISP company can afford to lose custom just because it's raining. Having said that, no-one likes working in the rain, so if anything they'll probably get it done quicker!
If you have any problems, just tell us here; some of the forum's moderators work for NTL and they can and will help.

If you've posted in the wrong forum, just ask for the post to be moved, don't double post....
I'm surprised you didn't ask the landlords permission before you organised the install... No-one here is going to to know anymore than you about permission - is there nothign in your tenancy agreement?
The installers should be able to install anywhere in your flat. The attic flat has BB where I live, that wasn't a problem...
