Contracts

A move from address "A" to "B" with Virgin Media which had a long standing account (at "A"). A new move to address "C", cancel Virgin contract & start with another provider. Virgin said OK but the remainder of the contract at "B" has to be paid first as the move to "B" started a new contract.
Can Virgin get away with this?

The new contract term is in the T&Cs:

If we agree to provide the services to your new address, you may have to pay a service transfer charge (to be paid to Virgin Media Payments). Details of the service transfer charge are set out in the price guides. We will also send you a new contract for the services at your new address and you will have to keep the services for the minimum period. The service start date for your new minimum period will be the date that the services are installed at your new address. You may not be able to keep your phone number if you move house.

So that's why you would be charged Early Disconnection Fees. Whether you could dispute this would be between you and Virgin Media

...and, given the OP has taken their business elsewhere, I, as a customer, want these early disconnection fees charged and collected.

A new move to address "C" should be a return to address "A", which has an up to date ongoing contract.

The return to the previous address makes no difference to your situation as you are no longer a customer of Virgin Media.

You have broken your contract with Virgin Media at address B and must pay the consequences.

To be pedantic while this refers to a "new minimum period" it does not say what the new minimum period would be, and in cases of other ISPs it can be either "equal to your original minimum period" or "equal to the remainder of your original minimum period". VM haven't specified which.

That said, in practice, they have on occasion allowed people out of paying the charge in cases where they are moving to a location that already has VM services as a goodwill gesture.

It doesn't specify what the minimum period is, because that would vary depending on the offer you went for i.e it could for instance be either 12 or 18 months. You'd get the length of your new minimum period when you got the contract through for the services after your move.
