I think the commercial team at Virgin Media will have got on to the 020 number then... 020 will be charged a national rate AFAIK?
Calling that number at the
weekends wouldn't incur a charge as that is in the standard free calls to 01 and 02 numbers on a VM line.
Maybe he only called at the weekends before December?
