best upgrade option?

A friend has a system he uses for COD4 gaming and we've been discussing the most effective upgrade for someone on a limited budget. He has a new baby so funds are limited..

Currently the rig is a core2 duo E6300 clocked to 1980Mhz on an Asrock 775dual-VSTA with 2Gb ram and graphics card is an X1950XT.

As the Asrock board has only PCIexpress x4 he was wondering about a mobo upgrade but I'm thinking the money available could be better spent.

I'd welcome any opinions about the best way to improve this. Faster CPU or better graphics card?

What does the team think?

tia.
