I would expect bills to start rising then as they would have been saving a lot of money by off-shoring

They already have.Npower doesn't use them anymore,although T-Mobile is moving some call centres to the philipines

At the end of the day they can only charge what someone is willing to pay taking into account alternative providers.

The Virgin Mobile sales centre is out there as well, when you upgrade you get transferred to someone with a very strange Americanised english speaking accent, but at least you can understand them.
