Broadband going forward

Is this the start of faster speeds for everyone on all networks or is the goverment going to do what it usually does and ignore findings and bury their head in the sand again

http://news.bbc.co.uk/1/hi/technology/7610692.stm

On the upside it does say at the bottom that Virgin is investing to boost speeds for its subscribers.
i just hope its not limited to the 50meg roll out and will help the over sub scription of exsisting services
