At the moment no extension of the cabled network is being carried out. One day maybe, but at the moment, unlikely.
However Virgin Media are looking at improving accessibility for "off net" customers by using ADSL stuff. But that means you'll be using BT based lines, even if they are subcontracted over to VM.
