Iv been using this web interface based software for a while on the house central server so all comps on the network can stream from the server. Its also able to work on a real webserver of course but if you do that then you will want lotsa space an b/w available and be legal with your tracks and/or ensure downloading is off so people can only stream. Its free under the gnu/gpl or whatever.
This is the latest edition and its vastly improved and has the option to use mysql to cache track lists now.

Basic requirements are webserver ie apache or IIs with php, and mysql is optional as it can cache track lists to files instead. Your media files can me pretty much anywhere on the system to.

Lots more info on there site plus a support forum etc.
