Cannot import 2003 pst file, what permissions do I need to give?

If I log on as admiistrator to our domain I can import .pst files.

However, normal users don't have permission.

I would like to give them that permission.

What is the simplest way to do it?

I know it can be done because we used to be able to do it at my old work. We couldn't install programmes, change our wallpaper or the time but we could import personal folders.

XP, Server 2003, Outlook 2003 etc.

Thanks a lot.
