Part Time E-TV?!

Why isn't NTL providing bandwith towards the BBCi e-tv feeds 24-7?

I've noticed that the Fat Nation e-tv is only on certain hours on Cable and Freeview, yet Satellite viewers can get it 24/7.

Freeview I can understand, limited bandwith and all that, but Cable(yes i'm including both companies here) is again second nature.

Could this be associated with the must carry rule that both cable companies have admitted in the past they have problems with.

Would anyone, i'm thinking the wonderful Sam B , pass comment?
