We've now improved our remote network diagnostics to the point where QuickStart of TiVos is viable. A QuickStart will only be permitted where our tests show the signals are already good enough.

Currently, phone lines aren't available as part of a Quickstart install, so that's the main factor
There are also rules around how long ago services have been active at a property, in case the cables have been damaged etc.
