What a shocker though the problem lies in the people that goverments listen too. This is not an overly hard thing to impact as you will find many of the less pleasant youth are also the biggest cowards when not in their little packs. So you make the system so unpleasant and so hard that these little toerags will not ever go back into the system and watch the figures fall. Will that happen will it hell because this and i dare say any future government will worry the first time some little scrote is in the papers with a "i hurt myself in the nasty youth offenders institute" headline. Softly softly is not working and has been a disaster ever since it has been tried come down hard and stay hard and you will solve most of this problem.
